Thanks for your help,
I found the problem, the file Oracle.Key in the bin directory was changed by someone. This pointed the system to the wrong registry key, and so the listener would not start.
The reason for two oracle homes is this, the installations are part of an SAP system. Because Oracle 8.1.7 is or will soon be leaving support it is easier to upgrade an instance if it has it's own home, or atleast I think so.
