Correction: 9i has its own clusterware. Just not for Solaris and some other operating systems. It certainly supports Linux.

And what do you mean by "no-one has implemented more then 3 nodes to-date because 9i did not support more"? I've personally seen results from 9i RAC with 128 nodes.
