That's what the telcos here tried to do. And the councils kicked them out because "broadband cable over power lines was visually distressing to the environment".......

they don't have to be raised. If it is installed by local government, then it is extremely cheap and the big telcos will for sure pitch in: it saves them a lot of $$$$ in the long run. Win-win situation, I reckon.

Well sure, but there has to be a compensation. Otherwise what will happen is just a rise of taxes and no results...
