Personal Oracle Patch for XP

Can somebody please explain why I have to get the patch (patch 13) from metalink for the Oracle 9i installation on XP?

Does this strike anybody else as ODD? If it is a personal copy, why in the world would I be able to afford a metalink account?

*honestly, i'm hoping that somebody says, "um...you can get it [here] instead." or "you can get a metalink acct for FREE."
