Well, against my better judgement, I went and had a look for the answer to your specific question.

At
http://download-west.oracle.com/docs/cd/B10501_01/em.920/a96673/ch3.htm#1656, it states in black and white:
"The repository database used with the Management Server must be started and open and the database listener must be started before starting the Management Server."

Let me re-parse that slightly, just in case you missed it: 'Before you can use oemctl to start the Management Server, your repository database must be started and open.'

It is perfectly clear.

And the document before that point has page after page of the "how" to build the repository.

MS is indeed easier. It is also a pretty slick database. So congratulations if you've found something that makes you happier and less frustrated. I use it myself too, and rather like it. But it's not a zero-sum game. It is possible to use the right tool for the right job without getting worked up about it and getting unpleasant. You will perhaps one day find that MS SQL Server is not exactly the right tool for the job the day you start work for a Unix/Linux shop, just as an example.
