Partitioning and updates limitation

Currently we are using an Oracle 8.1.7 Database, Our futur application needs to be 24/24 wake-up. So we will use the partitioning option, my questions are:

Is it possible to Offline /online a partition without Offline all the table?

Is it posible to be in update mode (insert, delete, update) on a partition while an other partition of the same table is disable(restoring, back-up...)?

Is there a lot of diferences between Oracle 9 and Oracle 8, on the partition option?
