I'm not sure we even know that. All we can tell is that the system waited on CPU for 199 seconds in *some measurement interval*, obviously if that measurement interval were 9 1/2 weeks noone would much care. If it were gone in 60 seconds on the other hand...
sorry for the puns, feeling frivolous today, even if there is a serious point in there.
