It's nice to be able to find it and change it to defer when you are going to be performing maintenance and restores and such.

? yeah.... Read the Server manual again. It might help if you were to state your version, OS, options of Oracle, etc.
Definitely check metalink for such things as notes about when you would want to use reopen and such. It seems there are bugs.

Depends on your version and what you are doing. The general trend is towards Service name. Poke around in the upgrade manual for going to your version.
