I see that Howard has pointed you at agentctl which you can run from the windows command prompt. You can start and stop the HTTP service using the icons in the Oracle HTTP Server group. This will run the web server with the default configuration.

Once you have run these once, and if you want them to run permanently then they are both also setup as windows services which can be set to auto start in the services applet in control panel.
