ERROR: ORA-12560: TNS:protocol adapter error

Hi,

I tried setting up the SQL*Plus environment as suggested here:

http://www.orafaq.org/faqplus.htm#USE

I typed in

Click on "Start" -> "Run" and enter "cmd" C:> set ORACLE_SID=orcl
C:> sqlplus scott/tiger

and the output I got was this:

ERROR:
ORA-12560: TNS:protocol adapter error

What is the problem? And how to resolve this?
