I don't think they 'decided' to make it difficult. My suspicion is they have put in a lot of effort fixing the other important things and this just hasn't been fixed. (Lord knows there was a fair bit needin' fixin'!) Another suspicion is that it ain't gonna be an easy one to fix, in part 'cause of the dual OEM/DCM management threads.

'Tis very frustrating. And probably the biggest single hole that the competition can use.

Fortunately I find the metadata updates are infrequent. Since a "Metadata-only I/F DB" is not required 100% of time, an automated full cold backup is feasible. Keeping the DB to metadata only, the backup - which MUST include $ORACLE_HOME for the other config files found in Apache, DCM, etc. - is only a couple-100M, therefore quite quick.
