For 9iAS-R2, it's the 9iDB-R1 (EE) core, but some EE capabilities are not included. Due to the HA requirements, the Oracle App server 10g will likely need EE as well. It's actually a moot question, as the infrastructure database should NOT be used for anything other than infrastructure.
The best way to look at the config is to think about the 3-tier model,
client <--> middle-tier <--> data tier
Now make the Infrastructure disappear into the middle tier - it is not to be used by any application. The selection in the data tier follows exactly the same crieteria as traditional client-server (use one or more standard and/or enterprise servers as required).
