It's seems there are no solutions. JDBC uses conversions to utf8. It were good in case of database would be created in properly(national - 1251,iso8859p5 or utf8) code page.
If the value of NLS_LANG is set to a nonUS 7ASCII or non-WE8ISO8859P1 character set, then the driver changes the value of the NLS_LANG parameter on the client to UTF-8
