I've encountered applications that break due to changes in the way things work, sometimes due to fixing bugs. Even 8.1.7.2 to 8.1.7.4 (fixing inline views broke some SQL code dependent on the bug! Also broke some vendor installation/upgrade routines based on Oracle libraries and makefiles). How global do you think compatible is?
Testing cost is never 0, including no testing at all.
