Ok - I'll throw in one, after all the (valid) comments made: between 50 and 100%
Oh? you want an Xmas bonus, and want to know when? It depends:

- on the type of system (OLTP, DW, DSS)
- on what problems YOU have (selling your earnings)
- how (who?) the system was designed
- who the 3rd party vendor is (sorry - has a SAP performance problem 
today...)
- whether the sun shines.

In other words: don't bother. I'd worry if users start complaining, and run then statspack - or HotSos's tools.

BTW - the above list is in no way complete.
