Well, I have an old Pentium 2, 400 Mhz wich had 128 Mb RAM, and it happily (?) ran Oracle 817. Obviously, it woulkdn't be much good for a performance server, but for playing and learning, you should be ok.
I'm not sure what the requirements for RAM under 9i R2 is, but I've upgraded said PC to 640 Mb RAM (www.crucial.com/uk) and I'm running 9iR2 under Windows 2000 and Linux (mandrake 9.2) on this box now. Linux works best !
Cheers,
Norm.
