please post the contents of the file %ORACLE_HOME%\Network\Admin\sqlnet.ora. most likely, you need to set the parameter/value

names.directory_path=(TNSNAMES)

so that you'll use the local tnsnames.ora.

Please post exact version info, and error messages (verbatim). If you have multiple Oracle Homes installed, that info would be relevant. Also, if you have the environment variable TNS_ADMIN set, please post its value.
