Niall is correct. Osborne is the publisher behind Oracle Press. I don't know the details of their arrangement with Oracle, but it's virtualy certain that in some manner Osborne pays Oracle for the privilege of calling themselves "Oracle Press."
For what it's worth, Oracle has recently strengthened it's relationship with the publishing industry in general. Oracle now offers publishers, any publisher, technical review of any upcomming Oracle manuscripts, access to technical resources within the company to answer questions, and so forth.
Of course, authors and publishers must still take advantage of what Oracle offers, but given everything that Oracle is doing, there's much less excuse today for egregious inaccuracies in a book than there used to be.
