It is management's responsibility to hire the best of both.

If senior developers are not happy with what DBAs do they should train them.

If senior DBAs are not happy with what the developers do they should train them.

If management is unhappy with either or both they should fire them and replace them with people that put the good of the organization before their personal egos.
