Gawd! Talk about over-reaction!! He just want to duplicate his repository, and you suggest a RAC! For an RMAN repository??! Have you started buying shares in the company??!
But Daniel is right to this extent: why on Earth back up everything twice using separate repositories? If you want two backups, a single RMAN command will do that for you, in the one backup operation. You really don't want to be I/O'ing all over your database twice, just for peace of mind's sake.
So I presume the issue is simply what backs up the RMAN repository itself? I'd suggest export/import. The repository database should be small; the repository information is smaller still (about 20MB per target database per year); and you only need to export the one RMAN schema. Will probably take about 10 minutes tops.
