The replacement in the new world. Always stored on the server. Allows changing [most] parms 'remotely'.

Don't edit it! It's a 'binary' file & edits can easily made the database unusable.

Read the documentation - new features guide, upgrade docco, concepts manual, DBA guide. All refer to it and help build a complete picture of the reasons, advantages (and disadvantages, according to some). Too much to list in a short NG missive.
