I run Oracle on a Thinkpad with a 1.2Ghz Pentium III. It works just fine for what I do, which is to run the occasional experiement or set up a demo for a book or magazine article. I actually perceive memory as a limiting factor. I have 512MB of RAM, but I also tend to have many applications open all at the same time. After opening up Word and my email client and my newsreader and a PDF or two, and maybe an Excel document, and my favorite text-editor, I do notice a bit of swapping going on when I fire up SQL*Plus and connect to Oracle.

Getting back to the CPU speed issue, I also run Oracle9i on Linux and Windows servers with 450mhz CPUs. Performance is fine, except that is, when I run one of those Java-based utilities such as the installer. It's funny, but I actually need more RAM to run the installer, and then dbca from within the installer, than I do to run Oracle itself.

I suppose it all depends on what you're trying to accomplish, but I agree with Dusan that CPU speed is unlikely to be an issue.
