Does that mean it was indeed there when you looked this time?? It will be under the File Locations tab, and is there even when you select to create a database based on one of Oracle's templates.

This intrigued me, so I did what I haven't done for ages, and installed 9iR2 Standard Edition. Then I ran dbca. There, under the 'Archive' tab, is a check box labelled 'Archive Log Mode'. Stick a tick in there, and the 'Log Archive Filename Format' field then becomes available to type any archive format string you care for. But, sure enough, the "wizard" (which in this case is surely a bug-ridden idiot) sets log_archive_dest_1 and not log_archive_dest... thereby causing an ORA-439 'Feature not enabled" error message when you attempt to proceed with the database creation.

At which point, of course, you click 'Abort' a couple of times, followed by 'Back', where you can then click the 'All Initialization Parameters...' button, and set the thing manually yourself.

So yes, that's a nasty little bug that I wasn't aware of, and I hope it's been raised as an issue. But dbca can still do the necessary, if prompted hard enough.

On the other hand, it really isn't terribly sensible to create a database in archivelog mode from the word go, is it? There's nothing worth archiving at that point, for starters. Plus it makes the creation process take an absolute age!
