Your database is not up.
Suggestion: <g> Go directly to http://docs.oracle.com, check out the Database Administration Concepts manual. Do not pass 'GO', do not collect $200. While there, read that document cover to cover

Even having a good understanding might not be sufficient as getting the database running on XP Home is hit & miss. (Some people have no problems, others will never get it to work, yet others won't get it running after reboot - and it's unsupported!) And your 256M might be a bit light.
