As I pointed out elsewhere, this was never intended for here, and I'm sorry I got too keen on hitting the enter button before checking. But the correct answers are:
Puck in "A Midsummer Night's Dream" (so Bill S. is also a correct answer). Lord Hailsham (though he was probably still Quentin Hogg back then), the minister in charge of naming such things at the time, got his Shakespeare mixed up, and believed it had been said by Ariel ("The Tempest").
Part of an Internet Treasure Hunt I do elsewhere... the answers are not so important as having a fun time on the search engines trying to find the answers out, and being crazily distracted along the way (bit like going to a dictionary to find a definition for one word).
