But you probably don't need to pay the 'per processor' licensing for your development servers. You can name the users on those servers so you may find it much cheaper to license them with the 'named user' licensing model.

In the end, there isn't anyone here who can definitively say one way or the other. You'll have to work out the details with Oracle Sales. The deal I have with them may not be offered to you since my company buys in bulk....lots of bulk.
