You will need to grant select_catalog_role to the users who want to query the data dictionary views.
07_dictionary_accessibility set to true will allow any user who has been granted "select any table" to select from tables owned by the sys user also.
Thats the way it is.
Also: Note that in 9i 07_dictionary_accessibility shoudl preferably be set to false and instead "select any dictionary" priv be granted to suers who need access to SYS tables.
