Oracle 9i Export Problem

Hi,
I am trying to export All the schemas(full export) in an Oracle 9i database as user SYS, but it fails with the errors below .I am running this on HP.UniX v.11

$ exp sys/passwd file=gensys_21102003.dmp log=exp_gensys_21102003.log full=y

Export: Release 9.2.0.3.0 - Production on Wed Oct 22 18:47:35 2003

EXP-00056: ORACLE error 28009 encountered ORA-28009: connection to sys should be as sysdba or sysoper Username: SYS

Is this a new feature on 9i wher SYS is not allowed to do exports anymore or is it a known problem.I am also suspecting that ...possibly ..the passwd file doesnt exist under the dbs
directory. and i may need to recreate to recreate the passwd file.
Any suggestions .I am new to Oracle 9i, i have used 8.1.7 and have always done exports as SYS without any such problems
