I created a repository and Oracle Management Service is running.
I can start management console. When I click on the quick tour
for tuning pack (via help menu) it shows that there should be an icon
with tools or a menu entry showing the item 'tuning pack'
but this isn't there.

What do I have to do to get it installed?
