I guess you need some information first.

You will see that government IT projects are already being given to IBM, Oracle and Microsoft!

All three above have a big base in India and are actively competing for projects in Indian companies. I do have some friends who work at IBM India and trust me, I'm not just stating this just by reading the newspapers.
