It's not RMAN you have to pay for. It's the fact that an RMAN catalog database means that somewhere there's another installation of Oracle, and you can't install Oracle without paying for it.

But I'm not a salesman, and I have no idea how much that will cost, or what sort of license you need, or whether you can't arm-twist your friendly Oracle sales representative into doing a very attractive deal.

Cost shouldn't be the decider, however, in any case. I only mentioned it as just another factor to be taken into consideration. Think functionality. If you have modest backup needs, and no legal keep-for-a-decade peculiarities to contend with, there's probably no need for a catalog.
