You do not need to issue the REUSE clause. Otherwise, your command is fine:

ALTER DATABASE DATAFILE 'E:\Oracle\oradata\oc40test\system01.dbf' AUTOEXTEND ON
NEXT 20MB MAXSIZE 1000MB; HTH,
