"it does not allow me to do so" is less than useful. PLEASE consider stating the EXACT error message(s)

"need"? I'm not sure what your needs are. Whether or not you have an Oracle database on the system has NO, zero, nada relevence on the 9iAS installation.

Yes, if you know what you are doing.
