Ah yes, but you then compounded the ratio of good to sarcastic replies by posting your own reply which had no meaningful or helpful content. You have just done yourself that which you accuse others of - and rant about.

I'm not sure it would work to be honest, if it existed surely no-one would need to post - seeing as how thay are all knowing. As for the rules, they are, as far as I'm aware, general newsgroup rules which state that one should really try to help oneself (god I hate all those ones) before asking for help. When asking, one (!) should explain the problem clearly and show what has been done so far to assist in solving the problem - check out some of my calls for help for example - and never forget to tell us the version numbers and appropriate error codes and messages etc.
Simple, easy to follow (or not as the case may be) and showing your own working gets you extra marks - as my examiners used to say.
