Expanding on what Jim said, if you have a login to metalink.oracle.com, you can see the CSI by going to the user profile. Your DBA should have given you metalink login information, as it is Oracle's preferred support mechanism. If he did not (and you still can't find it), then call your salesperson and ask for the CSI so you can register yourself. If your salesperson doesn't return calls, call Oracle support and explain the situation so you can get it. Take deep breaths and do relaxation exercises, as there can be a discontinuity between the people who take your money and the people who decide you've paid for support. I've seen places that go through this every year the first time they try to get support after renewal. And it can be worse going through a third party. I think Oracle is trying to tighten up their metalink security, as recently I had to state I was the administrator of my account, which over time has been associated with many CSI's. Since I was too busy to figure which CSI was current, I just said I was admin of each of them. Which probably surprised some people when the verification emails came! :-)
On the bright side, if you don't need support, there isn't any license dongling.
