Could it be due to a memory constraint issue rather than high CPU
utilization by Oracle? Check init.ora or do a "show parameters" in sqlplus
and verify that the memory allocation to the various caches and pools are
same as before. It could be that somehow you've allocated more memory to
the Oracle instance and now you're constrained on the physical memory of the
server. Assuming you're running in dedicated server mode, each server
process spawned consumes extra memory so this might cause other daemon
processes like telnet server to not function efficiently.
