Did you create a repository? The OEM is a middle tier application that sits on top of an oracle database. Besides, you obviously didn't bother to press at least the help button on the login-dialog, else you'd known that the default user to connect to OEM is sysman, not sys.
Additionally, I believe that OEM comes only with Enterprise Server, where it's part of the default installation. I'm not sure if you're allowed to use it with standard edition (this is only a license restriction, not a technical)

Check if there is a service thats called OraHome92ManagementServer or something similar.

That's why oracle has the complete documentation online. Just read it (it's detailed enough) ;-)

Perhaps you should ask yourself the question: Why am I doing this? Management Server is a Enterprise thing. If you don't have an Enterprise Environment, then you shouldn't be using it (just look up the costs. Only because something's included on a CD doesn't mean it's licensed as far as Oracle is concerned).
