Not sure if this is your case but you can do it with probrams like radmin or
pcAnywhere (those which controls directly a desktop on the server).
There are some problems though using a Terminal Server (where it creates a
kind of virtual sessions so more people can do something independently on
each other). There some problems when you try to deal with windows services
(create,start, etc) from such a sessions and creatinf a database is also a
creating a new windows service.
But you would still need administrative privileges to create database service no matter if you are remote or on console.
