Correction:

  1. (Oracle's tnsping utility) INCLUDED WITH Oracle products for both *nix and Windows. They are also spelled same on both platforms. Location: $ORACLE_HOME/bin or %ORACLE_HOME%\bin
  2. (Oracle's trcroute utility) - ONLY INCLUDED WITH Oracle products for *nix. Location: $ORACLE_HOME/bin - On Windows, use OS tracert.exe utility instead.

Hopefully this should clear the confusion.
