I second your concern, but AFAIK Oracle Apps isn't certified for 8.1.7, the highest version is 8.1.6. I remember seeing notices on Metalink where 8.1.6 is desupported *unless* you run Oracle Apps. We surely have a customer running Apps on 8.1.6 with a 8.0.6 client, and that's the official combination.
