Evidently you can safely rule out DNS as you seem to use hardcoded IP addresses (which you shouldn't do)
Question: you probably didn't perform elementary tests like pinging
the server from a client, or issuing a tracert from the client to the
server?
So, what makes you think it is is a sqlnet issue?
