One also has to wonder how much of their decision has been influenced by the political situation - many companies have had their fingers burnt when they have gone off-shore for cheaper wages and then lost the lot when the political landscape of the country they have chosen changes - there are numerous examples of companies losing all their investment in the off-shore manufacturing when the new powers in that country decide to nationalize all businesses or revolution/civil war/terrorism results in their capital investment being taken over/destroyed. For example, when Indonesia declared its independence (1956?), they took control of all foreign owned manufacturing etc. with no or little compensation to the foreign companies.
I guess thats the risk you take when investing in off-shore development.
