The problem comes with (not necessarily
sensible) demands about failover time.
With failsafe, the cluster has to decide
that the service is definitely dead (and
it might not be !). Then start an Oracle
instance, including the crash recovery,
before allowing users in.
The time difference probably isn't terribly
significant to most people (odd couple of
minute, perhaps) but it's too much for
others.
