Actually, I doubt there is even a market for this. The presence of the product and a cheap web page to sell it are more an indication of the the seller's wish for a market . . . There certainly isn't much development investment in the product. My guess is the guy mis-diagnosed a problem, came up with an inappropriate solution, slammed together a way of automating that inappropriate solution, then decided dreamed of instant riches.

Hey, I'll put together a quick VB program to perform Oracle db reorgs . . . you know, to keep the database optimally tuned! I'll sell it off my personal web page and be able to retire to the Bahamas. Yeah, that's the ticket . . .
