That doesn't sound like an Oracle problem. You sure your DNS entries are correct??

It's a bit on the thin side. You can get away with that much, but Oracle
itself recommends a minimum of 512MB, and then you're running a rather
'involved' version of Windows itself. I'd at least look at doubling your
RAM.

You need to visit http://tahiti.oracle.com and download the Concepts manual then. You really can't expect to get very far with Oracle if you don't know fairly fundamental things like what an Instance is, and what the difference is between an Instance and an SGA. You also need to read up on the init.ora and (given you are running 9i) the spfile.ora, because that's how you control the size and behaviour of the SGA.

Time is always short for all of us. But there are no real shortcuts to this one: either you know what you're doing (because you've read up on the theory and principles underpinning effective Oracle functionality) or you don't. Get that concepts manual. It really can't be missed.
