With 9iAS and 9i and 256MB I'm surprised it only takes 15 mins !
Go into Services and change all the Oracle Services (ALL OF THEM - the listener, the database and all the 9ias services ) from Automatic to Manual
This way they will not start till you want them. This is what is killing your machine. This only delays the 15 min startup time till when you want it though.
You are below the recommended minima in hardware; suggest you use 4 machines if only 256MB machines available
It's nothing to do with the SGA really. for small time developers 9i is great, but 9iAS is absolutely terrible.
Witness the current Forms Runtime debacle in progress, and Apps where an experienced Apps developer/SI/consultant is rated more or less solely by the amount of TARs they've raised.
