We use BMCs tool SpaceExpert.  I have started pulling out the tables
and indexes into thier own tablespaces.  Then you can set up jobs that
watch the tables/indexes and set them to reorg automatically (or let
you know that they need to be reorg'd).  Since we can't modify the
code most of the time I can at least keep the DB reorg'd.  We also
looked at CA's reorg tool as well as Quests.
