If you allowed the installer to create a 9i template database, then it will be using a file called SPFILE.ORA, which is a binary replacement for init.ora. You won't be able to edit it, because it's binary. Use 'create pfile from spfile' in sqlplus to create an old-fashioned init.ora if you want to, but if both types of file exist, Oracle prefers to use the spfile (but you can delete it once an init.ora's in place, and 9i then works exactly as 8i did in this respect).

It is certainly normal because Windows XP doesn't use forward slashes, nor dollar signs for its environment variables! But XP definitely does normally have a 'x:\oracle\admin' directory, where X is the drive you installed to.
