Unless I'm reading something wrong, GPL licensed software must be free.
Tora's web site says it's distributed under the GPL license but also says
commerical users must purchase a license. How can that be? Doesn't this
violate the GNU GPL which is available at www.gnu.org/copyleft/gpl.html and
states in section 2b that programs are to be "licensed as a whole at _no
charge_ to all third parties under the terms of this License."

I'm very suspicious of anyone that tries to charge for software distributed
under GPL. I wouldn't touch it with a 10 foot pole.
