I did try without the rac_on and just trying make -f ins_rdbms.mk ioracle and got the same error. but here is the fix, which I got from metalink

cd $ORACLE_HOME/rdbms/lib

   make -f ins_rdbms.mk no_parrot Received on Thu May 01 2003 - 06:00:47 CDT
